Creating files directory, settings and services file

Draft (work in progress) -- AWAITING PEER REVIEW
Steps:

1. Go inside the drupal directory
cd /srv/http/drupal

2. Copy the sites/default/default.settings.php file to sites/default/settings.php
cp sites/default/default.settings.php sites/default/settings.php

3. Copy the sites/default/default.services.yml file to sites/default/services.yml
cp sites/default/default.services.yml sites/default/services.yml

4. Give Apache permissions to write to sites/default directory.
sudo chown -R http sites/default
This command makes the user http the owner of the sites/default directory. The user http is the owner of the Apache process by default though this can be changed by changing the User directive in httpd.conf
